For the past four years, Phil Murphy has served as the Faulkner County Attorney.
 
Mr. Murphy graduated from Harding University in 1998 and law school in 2002. Before joining Faulkner County, Mr. Murphy served as general counsel for a corporation and was a law partner in a civil litigation practice. Over the past 21 years, Mr. Murphy has provided civil litigation assistance to a variety of corporate and government entities. As the Faulkner County Civil Attorney, Mr. Murphy oversees the day-to-day representation of each county elected official, drafts and reviews all contracts pertaining to the county, defends the county in civil lawsuits, and provides legal advice to the Quorum Court, county officials, and election commissioners.

Duties of the County Civil Attorney:

It is the responsibility of the county attorney to represent the county in all matters of civil law and initiate, prosecute, or defend all civil actions in which the county is concerned.  The county attorney also acts as the in-house legal counsel to all county officials and to the Quorum court.  He attends all meetings of the Quorum Court and its committees (A.C.A. §16-21-114, Ordinance 08-27).

Enacted in 1967 and amended several times over, The Arkansas Freedom of Information Act allows Arkansas citizens to access records kept by the Faulkner County government offices.
